in all areas of life, from trade to ,ucation and art, from communication to health. In fact, phenomena that were unimaginable 20 years ago have now become the reality of humanity. life is also a crime in the virtual world. From the Unit, States to the European Union, from China to Australia, all countries are taking various steps regarding the internet environment by taking their own dynamics into account. Turkey has also been regulating broadcasts on the internet since 2007 through Law No. 5651 on the Regulation of Broadcasts Made on the Internet and Combating Crimes Committ, Through These Broadcasts. This study will address the protection of fundamental rights from a fre,om and security perspective through the responsibilities of internet actors defin, in the said Law.
